Once logged into WebEx click the chat icon
Click the + (plus) icon
Click Send a Message
The To: search option should appear
Start typing the name of the person Ex. Chad
They choose the exact person you want to sent a Chat to
At bottom of window, Type Message
Once message is complete click the flying arrow icon on the bottom right
There are also options to:
Share a file
Send a GIF
Make a call
